SFH and condos per Costa Hawkins Act; Anything built after 2/1/1995; Some subsidized properties*, short-term rentals, mobile homes in mobile home parks, rental units that a tenant lives in with the landlord or their immediate family member, per local law.
*LIHTC buildings ARE covered.
Landlord can petition for a fair rate of return increase, based on capital improvements, changes in property tax/utility costs, and more.

60% of CPI or 3%, whichever is lower
