SFH and condos per Costa Hawkins Act; Anything built after 2/1/1995; Owner occupied duplexes, some subsidized properties, short-term rentals, and some mobile homes in mobile home parks, per local law.

Landlord can petition for fair rate of return, based on capital improvements, increased expenses, and more

100% of CPI with a 1% min and 5% max.

Capital improvements pass through allowed with city approval; 50% of the expense to tenants over a five- year period based on the pro rata share of the total units.
