Rent Stabilization

Exemptions

SFH and condos per Costa Hawkins Act. Anything built after 2/1/1995.
Owner-occupied duplexes per local law.
All deed restricted affordable housing except for any unit for which the landlord receives Section 8 vouchers
A rental unit on a property with a maximum of two units that is owner-occupied.

How much can rent be increased and how often?

100% of CPI or 3%, whichever is less.

Only one rent increase in a 12-month period.

Is banking allowed?

No

Are passthroughs or additional costs allowed (pets, utilities, parking, etc)?

Landlord can apply to pass through 50% of Capital Improvement costs amortized over at least 5 yrs, with additional increase capped at 5%; Landlord can file a fair return petition.

Exemptions

All residential rental units in the City with a lawful tenancy of twelve (12) months or less.
NOTE: Non payment evicts barred if tenant is less than 1 month behind on rent.
