Rent Stabilization

Exemptions

SFH and condos per Costa Hawkins Act. Anything built after 2/1/1995. Short-term rentals, public, voucher, project-based and related government subsidized housing, per local law.

How much can rent be increased and how often?

60% of CPI or 3%, whichever is less (Beginning Jan 1, 2025)
Additionally 1% for landlords who own 4 or fewer units.

Is banking allowed?

No

Are passthroughs or additional costs allowed (pets, utilities, parking, etc)?

Landlords may petition for an upward adjustment for fair return. Landlords may also pass on costs related to certain property improvements, renovations, annual registration fees, and the Safe Clean Water Act (Measure W parcel tax) if approved via the petition process.
