SFH and condos per Costa Hawkins Act. Anything built after 2/1/1995. Deed-restricted affordable housing and owner-occupied duplexes per local law.
How much can rent be increased and how often?
80% of CPI or 3%, whichever is lower. Only one rent increase per 12 months.

No
Are passthroughs or additional costs allowed (pets, utilities, parking, etc)?
Landlords can petition for fair return and capital improvement pass throughs.
