Exemptions

SFH and condos per Costa Hawkins Act; Anything built after 2/1/1995; Owner-occupied duplexes, ADUs, affordable housing where rents are calculated based on income, so long as State law caps are not exceeded, per local law.

Not more than 5%

No

Are passthroughs or additional costs allowed (pets, utilities, parking, etc)?

Landlord fair return petitions are allowed via a hearing officer process.
