Rent Stabilization
Exemptions
SFH and condos per Costa Hawkins Act. Anything built after 2/1/1995. Owner-occupied duplex in which one unit serves as owner’s principal place of residence, who occupied the unit prior to the tenant, and continues occupancy. Affordable housing, and short-term rentals per local law.
How much can rent be increased and how often?
100% of CPI or 3%, whichever is greater.

Are passthroughs or additional costs allowed (pets, utilities, parking, etc)?
Landlord can apply to pass through 50% of capital improvement costs, capped at $100 a month per unit; Tenant in 5+ unit building paying 80% of FMR may incur additional 2% increase, with approval; Tenant in <5 unit building paying 80% of FMR may incur additional 5% increase.
